Prime Contractor: POTOMACWAVE CONSULTING, INC. (POTOMACWAVE)
PotomacWave Consulting, Inc., is an SBA-certified woman-owned small
business (WOSB) that provides program management, engineering,
financial, and information technology services to Federal government
clients, including the US Coast Guard (USCG); Department of Homeland
(DHS) Office of the Chief Procurement Officer (CPO); Defense
Intelligence Agency (DIA); and the National Reconnaissance Office
(NRO) as well as private industry clients including Microsoft and
Amazon. PotomacWave assists clients in designing and implementing
cost-effective business solutions in support of major mission
programs, research and development initiatives, and enterprise
administrative functions. PotomacWave consultants provide expertise
in maritime operational, legal, acquisition and security issues;
naval architecture and marine engineering; planning, program
analysis, budgeting and performance evaluation, including
activity-based costing; cost and economic analysis in support of
strategic acquisition activities; program/project management,
including acquisition management support; business process
improvement; internal control program assessment and improvement;
technical training; operations analysis, and audit remediation.

Agile Consulting Enterprises, LLC (ACEL) is a Woman-owned Small
Business (WOSB) comprised of highly experienced professionals
specializing in program and project management services; training;
and systems engineering processes and disciplines including
functional analyses, requirements analyses, test and evaluation, and
operations research. ACEL provides a highly educated and experienced
workforce; all ACEL professional staff have college degrees, with
90% holding advanced degrees and 50% holding various professional
certifications. Government clients include the US Navy’s Space and
Naval Warfare Systems Command (SPAWAR) and US Coast Guard (USCG).

BayFirst Solutions, LLC, is a Small Business Administration
(SBA)-certified 8(a) small disadvantaged business (SDB) that focuses
on management and technology consulting. with primary service
offerings in Program Management (including Strategic and Capital
Planning, Acquisition Planning and Execution, Financial Management,
and Program Operations and Execution); Learning and Consulting
Services (including Human Performance Technology, Instructional
System Design, and e-Learning), Risk Management, and Systems
Engineering. BayFirst provides technical and program management
support; facilitates acquisition and procurement planning; develops
and maintains a range of documentation deliverables; builds and
fosters technology and stakeholder partnerships among federal, state
and local entities; and aids identification and leveraging of
engineering and technological resources for research, development,
test and evaluation (RDT&E) efforts. The company is headquartered in
Washington, DC, and has a Top Secret Facility clearance. Government
clients include the US Coast Guard (USCG), Customs and Border
Protection (CBP) and Transportation Security Agency (TSA), and the
Science and Technology (S&T) Directorate within the Department of
Homeland Security (DHS); the Department of Defense (DOD); and the
Department of Veterans Affairs.

Harkcon, Inc. is a veteran-owned small business (VOSB) that provides
high quality, customized, and innovative organizational and
workforce and human performance solutions to Government and private
sector clients. Harkcon’s corporate capabilities include
Organizational and Workforce Analysis, Competency Modeling and
Management, Business Process Reengineering, Training and
Professional Development, and Project Management services.
Government clients include the Department of Homeland Security (DHS)
and the US Coast Guard (USCG).
Quality Assurance PotomacWave has established a multi-faceted
quality control program that ensures the company’s high quality
standards are met by focusing on employees, project execution, and
internal management. Quality control begins with the hiring process.
In recruiting high caliber professionals, PotomacWave reviews
candidates for technical qualifications and experience as well as a
good “fit” for the corporate culture and client base and conducts
routine background investigations. Senior management provides
oversight of the recruiting and hiring processes ensuring that
company processes and procedures for screening and hiring candidates
are followed. PotomacWave conducts quarterly and annual reviews to
evaluate employee performance using job-specific criteria including
technical knowledge, problem solving and creativity, planning and
organization skills, leadership, productivity, communications, work
relations, attitude and cooperation, decision making, adaptability,
independent action, initiative, and reliability. These reviews take
into account client, manager, and peer group input. As part of the
review, employee training needs are assessed. PotomacWave considers
continuing professional training as one of the key elements to
quality performance and a high level of employee retention.
